Minister Brian Hayes

Thank you for taking the time to visit the Office of Public Works website.

In March 2011, I was appointed as a Minister of State by the Taoiseach.

My responsibilities are as follows:

  • Minister of State at the Department of Public Expenditure and Reform with special responsibility for Public Service Reform and the Office of Public Works
  • Minister of State at the Department of Finance with special responsibility for international tax issues and customs reform

The OPW manages all State property and State Buildings throughout the country.  It has over 2,000 employees in more than 30 locations around Ireland.

The OPW is one of the oldest State bodies in Ireland, having been originally established in August 1831.  The OPW's mission is - "To deliver, in support of Government policies, high quality customer services in property, flood risk management, procurement and heritage in the most sustainable, efficient, and economic way possible".

OPW is an operational arm of Government.  The main functions of the Office are:

  • The management and maintenance of the State property portfolio;
  • The procurement of goods and services is managed by the National Procurement Service (NPS).  The aim is to provide a value for money procurement service to Government departments and their agencies for a defined range of goods and services, ranging from advertising, uniforms and motor vehicles;
  • Investigation, survey, design and construction of flood relief projects;
  • Maintenance of arterial drainage schemes;
  • Management and operation of State-owned heritage properties;
  • Provision (by way of purchase, construction or renting) and fitting out of office and other accommodation for Government Departments, Offices and AgenciesDesign and delivery of the construction of new buildings, refurbishment, adaptation and conservation of existing buildings, and building maintenance projects.
