The primary role of the Library is to meet the many and varied information needs of OPW staff countrywide. The collection dates back to the founding of the OPW in 1831 and is rich in both 19th and 20th Century material. It reflects the wide range of activities in which the OPW was engaged in over that long period. Current subject areas include architecture, construction, engineering, arterial drainage, flood relief, property management, heritage, art, law, health and safety, management and administration.

The Library also has responsibility for the library collections in the OPW heritage sites. Collections are housed at the Battle of the Boyne, Oldbridge Estate, Co. Meath; The Blasket Centre, Co. Kerry; the Casino, Marino, Dublin; Castletown, Co. Kildare; Derrynane House, Co. Kerry; Glebe House, Co. Donegal; Ilnacullin, Co. Cork; John F Kennedy Arboretum, Co. Wexford; Kilkenny Castle, Kilkenny; Kimainham Gaol, Dublin, Pearse Museum, Dublin and Rathfarnham Castle, Dublin.

There are also important libraries staffed by librarians at Farmleigh and the National Botanic Gardens.
